In the morning of April 5th, the 8th Conference in 2019 of Industrial Parks (IPs), Export Processing Zones (EPZs), Economic Zones (EZs), and High-Tech Parks (TPs) Authority in the southern provinces and cities was organized in Dung Quat EZ. In the spirit of frankness, delegates exchanged and discussed barriers and obstacles affecting the development of IZs, EPZs, EZs and TPs Authority in the southern provinces and cities
Attending at the conference were Mr. Vu Quoc Huy – Deputy Director of Department for Economic Zones Management, Ministry of Planning and Investment; and representatives of the Ministry of Planning and Investment; Mr. Nguyen Van Tri – Deputy Director of Department for Land Control and Use, Ministry of Natural Resources and Environment; Standing Vice Chairman of Provincial People’s Committee Nguyen Tang Binh; Mr. Tran Minh Hoa – Chairman of the Management Board of EPZs, IPs, EZs and TPs in the northern provinces and cities.
In 2018, the EPZs, IPs, EZs and TPs in the southern provinces and cities attracted total foreign investment of over USD 15 billion, 2.3 times higher than that of 2017 (USD 6.5 billion); in which, 1,090 new projects with a registered investment capital of nearly 10 billion USD, increasing capital of 876 projects with an adjusted investment capital of 5.3 billion USD. Total domestic investment capital reached nearly VND 130,000 billion, up 46% compared to 2017 (VND 88,600 billion); in which, 782 new projects with registered capital of VND 100,000 billion, increased capital of 254 projects, with an adjusted investment capital of VND 29,780 billion. Thus, the total investment capital attracted in 2018 of the provinces of EPZs, IPs, EZs and IPs in the southern provinces and cities reached over 20.7 billion USD, 2 times higher than 2017 (10.4 billion USD).

The data also showed that in 2018, the industrial production value of EPZs, IPs, EZs and TPs in the region reached nearly 56 billion USD; revenue reached 178.5 billion USD; import turnover reached 89 billion USD and export turnover reached 101 billion USD and pay the budget of VND 83,000 billion.
In Quang Ngai province, Dung Quat Economic Zone and Quang Ngai IPs attracted 311 projects so far, with a total registered capital of over 12 billion USD (including 57 FDI projects with investment capital of 1.7 billion USD).
Of which, 185 projects have been under operation, creating jobs for more than 40.00 workers, paying the budget in 2018 to nearly 14,000 billion VND.
Besides the above achievements, there are still many obstacles and shortcomings
in the state management for EPZs, IPs, EZs and TPs. Speaking at the conference, the Standing Vice Chairman of the People’s Committee Nguyen Tang Binh emphasized that the Management Boards should discuss difficulties and solutions to address and remove obstacles in implementation.
Many reports presented by the delegates at the Conference pointed out barriers and obstacles affecting the development of the Management Boards of Industrial Zones, EPZs, EZs and TPs. Specifically, Decree 82 is not the highest legal framework, so some functions, duties and powers of the Management Board of Industrial Zones and Economic Zones are still in a state dominated by some other laws. Up to now, there has been no Circular guiding the establishment, classification and reorganization of the Management Board of Industrial Zones and EZs and appraisal of the Scheme on establishment and reorganization of Industrial Zone and Economic Zone Management Board. In addition, Decree 82 did not specify the responsibilities of the provincial People’s Committees and competent agencies.
Some IP Management Boards, EZs carry out their functions, duties, powers and organizational structure under the provisions of Decree 82 but are implemented under the authorization of a number of provincial departments and branches that will limit and lack take the initiative in solving administrative procedures for investors, contractors.
The Management Board of Industrial Zones, EPZs, EZs and IPs in the southern provinces and cities said that these shortcomings caused many difficulties in management and influence, significantly impacting on investment attraction activities the development of EZs and IPs.
The Management Board s proposed the Ministry of Planning and Investment to study and formulate and propose to the Government to submit to the National Assembly for early promulgation of separate laws on IPs and EZs.
While waiting for the Law, the Ministry of Planning and Investment will discuss with the Ministries and Central Ministries soon guiding the implementation of Decree 82, creating a synchronous and unified legal corridor for the Management Boards to well perform their functions, tasks, promoting calls for investment attraction and economic development.

Mr. Vu Quoc Huy – Deputy Director of Economic Management Department, Ministry of Planning and Investment recognized the contributions and recommendations of the Management Boards and pledged to amend, supplement and complete Decree 82, soon circulate circulars.The Ministry also has a scheme to attract and screen foreign investment projects plus new preferential mechanisms, adding business registration department at the offices of industrial zone management boards, EZs to solve issues related to IPs and EZs.
Also on this occasion, the Ministry of Planning and Investment awarded the Excellent Emulation Flag to five collectives of the Industrial Zone and Economic Zone Authority in the southern provinces. The 9th meeting will be held in Ca Mau Province.
