According to information from the Ministry of Planning and Investment, Vietnamese exporters exporting goods to the European Union (EU) need to self-verify their product origin, if they want to qualify for the Generalized System of Preferences (GSP)

With its deep integration into the world economy, Vietnam is participating in many Free Trade Agreements (FTAs) in which the first requirement is to apply the self-certification mechanism of origin.
Especially since 2019, enterprises exporting goods to the EU must self-certify their product origin to qualify the Generalized System of Preferences (GSP). This is a mandatory requirement of the EU for some countries, including Vietnam.
According to trade experts, this mechanism offers many benefits in terms of minimizing time, transaction costs, proactively issuing commercial invoices, and helping businesses grasp their commitment of rules of origin in the FTAs, etc.
This would shift the responsibility for self-certification from the Import and Export Agency which is under the Ministry of Industry and Trade to the exporters, which will increase the exporter’s liability for authenticity. From 2019, exporters have to issue their own Certificate of Origin (C/O) by disclosing origin information in commercial documents (such as invoices) without the involvement of regulatory authorities during the issuance process.
