According to Decision No. 351 / QD-TTg Prime Minister Nguyen Xuan Phuc on approving the target program on infrastructure investment in coastal economic zones, border economic zones, industrial parks, high-tech zones and high-tech agricultural zones in the 2016-2020 period with the total cost of 20,982.02 billion.
With synchronous infrastructure, VSIP Quang Ngai has contributed greatly in attracting investment into Dung Quat EZ and Quang Ngai IPs.
The objectives of the program are to develop technical and social infrastructure in such zones and areas in order to create favorable conditions and basic foundations for calling and promoting investors, especially attracting and deploying large-scale investment projects; develop potentials branches and domains in coastal areas, border gates; to promote the development and application of science and technology in production and support for the development of small-scale industries.
To 2020, the government is striving to complete between 200 and 250 km of main roads as well as water drainage works and concentrated waste water treatment with a capacity of between 13,000 and 14,000 cu m per day, and technical and social infrastructure with a total area of 150 to 200 ha in 16 coastal economic zones, of which the main focus is on eight key coastal economic zones with large scale projects planned and implemented in the 2016-2020 period.
It also aims to complete from 200 to 220 km of roads, concentrated wastewater treatment works with a capacity of between 300 and 400 cu m per day, between 8 and 10 km of power lines, 60-80 ha of site clearance, from 3 to 5 km of landslide embankments, and from 8,000 to 10,000 sq m of specialized work, checkpoints, warehouses and yards for 21 border economic zones.
The Prime Minister assigned the Ministry of Planning and Investment (MPI) to coordinate with relevant agencies in appraising plans and the allocation of capital for medium-term investment plans from the State budget for projects under the program.
Dung Quat EZ is one of eight groups of coastal economic zones in the whole country which have has the highest preferential policies. It is also designated as a multi-sectoral economic zone and aims an open industrial city, national petrochemical refinery center, urban center, industry and seaport service area in the Central key economic. Therefore, once implemented, the program not only develop the technical infrastructure and social infrastructure synchronously in Dung Quat EZ but also connect with other economic zones and industrial parks in the central key economic region, creating favorable conditions and basic foundations for calling and promoting investors, especially large-scale projects.
It is known that up to now, Dung Quat Economic Zone and Quang Ngai Industrial Parks have built, completed and put into operation the technical infrastructure and social infrastructure, meeting the requirements of development investment of Dung Quat economic zone. Of which, there are 120km of transport routes completed and put into operation, such as the major traffic routes of Van Tuong urban area, Vo Van Kiet street, Dung Quat road – Chu Lai airport – Ky Ha port, Doc Soi – Dung Quat port and other major traffic routes in industrial zones such as: VSIP IP, Tinh Phong IP, Quang Phu IP, Eastern Industrial Zone, Western Industrial Zone, etc.
19 residential areas completed with a total area of 130ha, serving the displacement of nearly 2,000 households; vocational colleges with the training scale of 2,000 students; television center; hospital with 100 beds, cultural-sports center, etc; In addition, power supply, telecommunication, water supply, seaport and other utility services are being invested with a total investment capital of around VND 5,000 billion.
